Partly borrowed from Latin ōrātus, perfect passive participle of ōrō (“to speak; to pray”) and/or partly back-formation from oration, from Latin ōrātiō (“speech, discourse, oration”); either way, see -ate (verb-forming suffix) and -ate (adjective-forming suffix).
